As a consistent advocate for Human and Civil Rights and highlighting abuse at every opportunity, I worked very closely with the late Finance Minister Brian Lenihan and Senator Fergal Quinn on a Bill I proposed, namely, the Construction Contracts Bill.
The stated aim of this piece of legislation was to stop the abuse of sub-contractors chiefly in the Construction Industry and address the issue of non-payment for services to both Contractors and Sub-Contractors alike.
Agreement was secured with the assistance of the late Brian Lenihan and the ten outgoing Taoiseach Brian Cowan for the 23rd Seanad Éireann to sit for the last time on March 8th 2011 with the order of
business being the Business Construction Contracts Bill 2010.
(see; Seanad Debate. Vol. 207 No.10 Tuesday 8th March 2011)
Taoiseach Enda Kenny TD agreed in person, to me, in the Dail that night, he gave me a promise that within three months this vital piece of legislation would be passed through the Dail, as he understood the difficulties small contractors experienced in securing payment.
Five years later, this very important Construction Contracts Bill is still not operational.
I shall continue to advocate for the rights of all citizens and I shall support legislation which benefits all our citizens inclusively.
